USPS Office of Inspector General: In December 2016, Congress passed the Federal Property Management Reform Act (FPMRA). The purpose of the FPMRA is to increase efficiency and effectiveness of the federal government, including the Postal Service, in managing its property by:
– Requiring USPS to take measures to better manage and account for its property;
– Providing for increased collocation of federal facilities with Postal Service facilities and guidance on Postal Service leasing practices; and
– Establishing a Federal Real Property Council to develop guidance and strategies for better property management.
According to the FPMRA, the term ‘excess property’ refers to any Postal Service property the Postal Service determines is not required to meet its needs or responsibilities.
Per the law, each year the Postal Service must make a list of its properties that have space available for federal agencies’ use and provide the list to Congress. The law further mandates the OIG to issue a report and make recommendations for repurposing the identified excess space and submit it to Congress.
